01-3, SIDE A CALL TO ORDER REPRESENTATIVE CON BUNDE, Chair, convened the House Special Committee on Education at 8:00 a.m. PRESENT Committee members present were Representatives Bunde, Porter, Green Wilson, Stevens, Joule and Guess. Other legislators present were Representatives McGuire, Kapsner, Dyson, Fate, Senators Olson and Davis. SUMMARY OF INFORMATION SENATOR GARY WILKEN gave a presentation using overhead transparencies of Senate Bill 36, A proposal to bring Simplicity & Fairness to the way Alaska funds its public schools, A Review of the History of Senate Bill 36. He included a historical review, a school funding analysis, growth in categorical funding requirements, required local contribution, education funding reform, a summary of state aid increases under SB 36 and the effect of the SB 36 60/40 transition clause of the foundation formula. He also answered questions asked by the legislators present. EDDY JEANS, Manager, School Finance and Facilities Section, Education Support Services, Department of Education and Early Development, presented Alaska's Public School Funding Formula: A Report to the Alaska State Legislature. He reviewed the following sections of the report: Executive Summary, Tab 1 - District Cost Factors and Tab 2 - Comparison of Old to New Funding Formula and Tab 3 - Educational Adequacy. He also answered questions asked by the legislators present. PETER CRANE, McDowell Group, answered questions regarding the District Cost Factors which was studied in the McDowell group report 1998 Alaska School Operating Cost Study. ANNOUNCEMENTS There were no announcements. COMMITTEE ACTION The committee took no action.
